Yes, sports betting in Oregon is legal and regulated. The state initially offered legal sports betting via Sports Action in 1989, which continued until 2007. A more recent iteration legalized sports wagering began in October 2019 when the Oregon Lottery introduced the Scoreboard sportsbook, enabling online sports wagers. In January 2022, DraftKings Sportsbook assumed control of mobile sports betting operations within the Beaver State.

While some states boast lists of sportsbooks longer than the Oregon Trail, the same can’t be said for Oregon itself. Oregon has just two retail sportsbooks, both of which are located on tribal lands one to two hours southwest of Portland.
DraftKings Sportsbook stands as the only online operator available statewide. BetMGM Sportsbook’s mobile betting app can only be accessed from Spirit Mountain Casino in Grand Ronde.

To place a legal sports bet, you must be physically located in Oregon and at least 21 years of age. Wagers can be confirmed with a computer or mobile device or made in person at one of Oregon’s two retail sports betting locations.
Here’s a breakdown of everything you’ll need to know before getting started.
Legal age
Oregon sports betting is for adults 21 and older.

Oregonians can use the DraftKings Sportsbook mobile sports betting app to place bets from anywhere in the state. Bettors visiting Spirit Mountain Casino can also use the BetMGM mobile betting app from anywhere on the property.
Remote registration
Oregon sports bettors can register, make deposits, and start betting from anywhere in the state. Oregon does not require gamblers to visit a casino or another brick-and-mortar location before getting started at an Oregon sportsbook.
Within state borders
Bettors must confirm all mobile bets from within state borders. The DraftKings Sportsbook app uses geofencing software to ensure Oregon residents and visitors cannot place bets outside the state.
Retail sportsbooks
Sports bettors in the Beaver State don’t have many options when it comes to retail sportsbooks. Just two locations exist at the moment.

The arrival of DraftKings Sportsbook is a big win for Oregon sports bettors. Although online and mobile betting had previously been offered via the Scoreboard app — an app powered by the DraftKings-owned SBTech platform — the full-on DraftKings takeover will result in a better overall Oregon sports betting experience, especially since same-game parlays are now available.
On the flip side, the one-provider model implemented by the Oregon Lottery removes all competition from the equation. As a result, DraftKings Sportsbook has little incentive to offer users enticing promotions or sharp betting lines.

Reading the odds
Oregon sportsbooks use American Odds as the default option for viewing betting odds in the Beaver State. American odds identify favorites and underdogs by using minus (-) and plus (+) signs, respectively. The number — shown in hundreds or thousands — indicates the amount of money that needs to be wagered to win $100 (favorites) or can be won from a $100 bet (underdogs).
For example, let’s say the Portland Trail Blazers (-110) are hosting the Denver Nuggets (+120) at the Moda Center. Looking at the odds, you can see the Blazers are favored to emerge with the victory, and the Nuggets have been labeled as underdogs. A $100 bet on the visiting Nuggets would net the biggest return ($120), while Portland bettors would be required to lay down $110 to claim $100 in winnings.
While the riskier wager, underdogs always present the greatest opportunity for a larger payout.

Although same game parlays are now available in Oregon, college betting has not been added to the list of available bets. The silver lining? Many bet types that aren’t available online can be found at one of Oregon’s retail sportsbooks.
Politics
Politics are off-limits at Oregon sportsbooks. In fact, you won’t find legal betting on politics anywhere in the U.S.
Entertainment award ceremonies
Oregonians do not have the option of placing bets on the results of celebrity and pop-culture events, such as the Academy Awards.
esports
DraftKings has yet to add esports to its Oregon sports betting platform.

What about Oregon college sports?
Unfortunately, DraftKings’ arrival has not coincided with the arrival of college sports betting in Oregon. However, Oregon’s tribal casinos do offer action on various college teams.
Oregon sports betting revenue dipped more than 10% year-on-year to $2.5 million in June 2022. The drop comes despite an increase in player spending during the month.
Reported to have lost money in each of its first two years of operation, the Oregon Lottery had hoped to increase its bottom line as it migrated the Scoreboard app to the DraftKings platform.
Despite a population of over four million, the Beaver State has consistently produced lower sports betting numbers than less populous states.
Here’s a look at Oregon’s sports betting earnings to date (Note: these figures do not include tribal sports betting):

Oregon has offered sports betting long before many of its fellow states, thanks to a constitutional amendment and the introduction of the Oregon Lottery in 1984. While the state-run Sports Action platform ran from 1989-2007, sports betting began in earnest in 2019 after PASPA was overturned.
Here’s how the legal Oregon sports betting market stands in 2024:
- The Oregon State Police: Gaming Enforcement is responsible for the regulation of sports wagering.
- Only individuals 21 and older can legally wager on sports in Oregon.
- DraftKings is the only online sportsbook available statewide. BetMGM can be used strictly from Spirit Mountain Casino.
- Four retail locations are available for in-person sports betting.
- The tax rate is 2.3%, while the Oregon Lottery withholds 8% of all winnings over $1,500.
- Horse racing is prominent in Oregon, allowing out-of-state betting since 1997. Currently, there are five locations to wager on live horse racing.
- Iowa law does not allow esports betting, politics, or wagers on entertainment award ceremonies.
- Betting on college sports is notpermitted, except at tribal casinos.
Oregon’s gambling history dates back to the early 1930s — pari-mutuel betting has been permitted since 1933. Today, the Beaver State is home to nearly a dozen tribal casinos and a single horse racing track.
Aside from sports betting, all types of online gambling remain illegal in Oregon.
Casino
Tribal casinos are the only facilities permitted to offer casino gambling in the state of Oregon. Unfortunately, none of these locations are located in or near downtown Portland.
Online casinos are illegal in Oregon, but sweepstakes models continue to operate in the state legally. Chumba Casino and LuckyLand Slots are among the most popular options.
Poker
Poker rooms can be found in Portland, Oregon’s largest and most populous city, and in many of the state’s tribal casinos.
Horse racing
Portland Meadows was Oregon’s main attraction for nearly three-quarters of a century before closing in December 2019. Grants Pass Downs, operating since 1968, now serves as the premier racing site in the Beaver State.
The Oregon Racing Commission oversees all pari-mutuel horse race betting in the state. This includes live-action at Grants Pass Downs and all betting activity at off-track betting sites. Gamblers can take in a live race or live-stream the action with TVG, one of the best horse racing betting sites available.
Daily fantasy sports
The legality of daily fantasy sports contests has been a hot topic in Oregon for some time. During DraftKings negotiations to replace the Scorecard app as Oregon’s new online sportsbook, the company agreed to cease all daily fantasy sports operations in the state as an act of good faith. Other daily fantasy sports providers, such as FanDuel, continue to operate in Oregon.

Like the two sides of its state flag, Oregon’s gambling situation is one of a kind. The Oregon Lottery’s monopoly on all commercial operations has limited local bettors to just one online sports betting platform. Meanwhile, compacts permit tribal casinos to offer any type of gambling that’s legal elsewhere in the state. To that end, these casinos could strike up partnerships with third-party sportsbook operators at any point in the future.
DraftKings took over for a flawed Scoreboard app in January, giving sports bettors access to one of the more prominent platforms in sports betting today. With some organizations continuing to push for expansion, Oregon could one day be home to several of the top sports betting sites in North America.

Offshore sportsbooks may seem like enticing alternatives to legal Oregon sports betting, but trusting your bankroll with these websites can be a risky proposition. We recommend you steer clear of the following operators:
- Allegations of withdrawal issues
- No license information available on site
- Poor customer service
- Multiple reports of slow payments
- Allegations of non-payments
- Risk of account closure simply for winning bets
- Reports of confiscated winnings
- Slow customer support response times
